What do my HOA dues cover?
Monthly HOA dues of $31.00 cover a variety of resources to maintain the community. A portion of dues covers operating expenses and another portion goes into a reserves account. HOA dues cover contractors to remove snow, landscape and mow grass, insurances, and to manage our property by Advantage Property Management Group. Monthly dues also cover community events, and save money for future infrastructure repairs or updates.

 

What happens if I don’t pay my HOA dues?
If HOA does are not paid by the homeowner, the HOA will begin pursuing collection on delinquent accounts. After a specific period of time, a lien may be placed on the homeowner’s property until dues are collected in full. Residents may also be subjected to negative credit reporting.

 

 

What are my options for making a monthly dues payment?

If I am experiencing a financial hardship, how do I pay my monthly dues?
If you are experiencing a financial hardship, please contact Advantage Property Management Group or the HOA Board of Directors. Please contact us sooner than later to avoid delinquency.

 

How can I be involved with HOA decisions?
The HOA Board of Directors encourages residents to attend and participate at monthly Board meetings. We need feedback from residents, and this is the best way to have your voice heard. If you are unable to attend a meeting, residents may inquire with the property manager for specific issues, or review meeting minutes. (Click here to access the meeting minutes)

Why do we have a property manager when the HOA is run by residents?
Property management companies provide essential services to allow the HOA to run smoothly. Property management companies handle HOA insurance, governance, maintenance, budgeting and auditing, rules and enforcement, collecting payments, vendor contractual obligations, and provide timely communication. Our Board of Directors is run by volunteer residents who oversee the work of the property manager.

 

How are decisions made by the Board of Directors?
The Board will discuss specific topics at each meeting based on their agenda. The agenda consists of tasks the Board is working to complete, or concerns from residents that require Board discussion. One member will make a motion, and another Board member must second the motion. The Board must obtain a majority vote of Board members to proceed. Board meetings are open to residents of the community for their input, except administrative or executive session meetings.

Administrative discussion and meetings by the Board pertain to managerial tasks, i.e., creating newsletters, updating the website, and vendor contractors. Executive session meetings (usually held immediately following Board meetings) consist of private resident information, privileged attorney information, or private financial information.

 

If I buy a home with an HOA, do I have to belong to the HOA?
Yes, all properties within the community are part of the HOA and must follow the bylaws and covenants set forth by the Developer. Participation is encouraged to allow the neighborhood to maintain appearances and home values.

 

Who do I contact if I have a dispute with my neighbor?
If you have a dispute with your neighbor that cannot be resolved civilly, please contact Hagerstown Police Department. The HOA is not a policing authority.

 

What do I need to get Architectural approval for?
Approval from the Architectural Review Committee (ARC) is required when making any exterior change to your home. For specific details, please review guidelines in our community bylaws and covenants. 

Can the HOA stop me from using my yard the way I want to?
The HOA has existing rules and bylaws in place to preserve the scenic environment for all residents in our neighborhood. All exterior changes require an Architectural Change application to be submitted to the ARC for review. The HOA may either approve or recommend changes to your project. How do I report a violation?
Violations can be reported directly to Advantage Property Management. Advantage Property Management is the main point of contact that reports to the HOA Board of Directors. You can contact advantage Propert Management through the “Contact Us”, or contact Mick Hersh or Holly Blubaugh directly.

 

What kind of things count as a violation?
Violations would be anything that goes against the community bylaws and covenants. Please review community bylaws and covenants to ensure your property is in regulation. (Click here to the access the bylaws)

 

Where should visitors park?
Visitors may park in your driveway, the designated parking on the street, or the overflow parking near Terrapin Park. Please be aware that maximum parking time on the street is 48 hours per City of Hagerstown ordinance. If you have concerns about parking on the street, please contact Hagerstown Police Department.

 

Does the HOA regulate parking?
No, the HOA does not enforce parking regulations because the HOA does not own the streets. The City of Hagerstown and Hagerstown Police Department are responsible for enforcing existing parking ordinances. If you have parking concerns, please contact Hagerstown Police Department. The HOA only enforces parking in the overflow parking lot off Hurricane Ct.Vehicles will be towed at owners expense if the vehicle have expired tags, are inoperable or have not moved in two weeks.

 

Does the trash company provide an approved trash bin?
No. It is the responsibility of the homeowner to supply their own trash bin and their trash is to be stored in respected bin on trash pick-up day.

 

Does the recycling company provide an approved recycling bin?
Yes. The City of Hagerstown provides recycling bins in different sizes; 35 gallons, 65 gallons, and 95 gallons. To get a recycling bin, please contact 301-790-0700 or visit www.hagerstownmd.org.

 

Do we have access to a pool?
No, our community does not have a pool. The pool located at the Reserve at Collegiate Acres Apartments is strictly for those residents only.

 

Does the HOA cover resident lawn maintenance?
The HOA does not cover residential lawn maintenance. It is the responsibility of each homeowner to mow their grass on all sides of their home, and keep their lot maintained appropriately. Residents are responsible for mowing the grass between the sidewalk and street in front of and around their homes.

 

Who is responsible for snow removal?
The streets are maintained by the City. Common Areas & mailboxes are maintained by our landscaper. Snow removal at the City Park is handled by the City.

 

What if a street light is out in front of my home?
If a street light is out, please contact Mick Hersh or Holly Blubbaugh. Due to the build out of our community, certain sections of the community have different entities responsible for street lights.

 

What if the sidewalk is cracked in front of my home?
If the sidewalk in front of your home is cracked, you can contact Mick Hersh or Holly Blubbaugh, or the City of Hagerstown Public Works division at 301-739-8577 ext. 176.

 

What if the communal trees in front of my home are in disrepair?
If you have concerns about a communal tree in front of your home, please contact Mick Hersh or Holly Blubbaugh. Due to the age of our community, certain trees may still be under warranty.

 

What if I am renting out my home to a tenant?
When you own a home in a homeowner’s association and rent it out, you are still responsible for paying dues and making sure that the home stays in compliance with the governing documents of the association. Please make sure to provide Mick Hersh or Holly Blubbaugh at Advantage Property Management Group with your updated mailing address.

 

Who do I contact if I have interior or exterior issues with my home?
The HOA is not responsible for maintenance and repairs on your home. If you have any issues, contact your builder to see if your issue may be covered under warranty.
